I believe the uci plugin is not upstream but OpenWrt specific, therfore the report is appropriate here.

The uci plugin was in fact developed by the strongSwan upstream team, although it is still considered experimental. See http://wiki.strongswan.org/ topics OpenWrt and OpenWrtUCI, and src/libcharon/plugins/uci in current upstream sources. Please note that OpenWRT comes with strongSwan 4.5.3, while upstream recently released 4.6.4 and 5.0.0.
