Dnsmasq should run from intermediate config file and not args passed via command-line

Description

When the /etc/init.d/dnsmasq script runs, it passes the resultant config on the command-line to /usr/sbin/dnsmasq.

This makes it harder compare the resulting config from making changes, or to attach the final config to bug reports, share with others for examination, etc.

If you have an existing router for instance that has a hand-generated /etc/dnsmasq.conf and you want to replace it with OpenWRT, it's difficult to work backwards to an equivalent /etc/config/dnsmasq file that operates similarly.

For the last purpose you mentioned, you could just put your config file to /etc/dnsmasq.conf, this still works. You just have to remember that the command line options (thus the uci configuration) take precedence.
