network restart does not cause batman-adv restart

The batman-adv init script is not configured to restart automatically on network restart. "/etc/init.d/network restart" will leave the batman module in an unworking state where it needs to be manually stopped and started.

This causes problems with many config systems such as luci where network interface configuration only runs network script. A network restart _should_ trigger a batman restart because interfaces could have been removed or added.

It's unclear to me whether this is actually a defect in the batman-adv package or in the base system directly. My take is that the network script should know when to run other networking dependent init scripts.
