pptp connect at boot fails

When pptp is enabled to autostart at boot, and underlaying interface is configured via dhcp, it can't connect.

Openwrt brings up underlaying interface (e.g. ethernet). Then immediately runs pptp connection, when eth waits for dhcp response. script gives wrong gateway from non-configured interface and tries to connect for ever.

I've added server ping in script, which makes sure that ethernet is configured and server exists.

Found in "Backfire", seems it affects "trunk" as well.

This should be fixed since the switch to netifd, it correctly deals with the reachability implications.
