/etc/ethers not save in backup

Description

I have a bunch of mac to ip addresses defined in /etc/ethers. But when I
create a backup archive using: System->Backup/Flash Firmware->Generate
Archive, /etc/ethers isn't included.

So on a restore to a clean system or to overlay changes that didn't work
/etc/ethers isn't set back to its desired state.

This also doesn't work for /etc/ethers.local which should also be
included.

I am running the current OpenWRT backfire 10.03.1 (r29592) with luci
0.10.0-1

I have submitted a bug report to luci but they said I should submit it against OpenWRT.

Really doesn't matter as long as it gets to the folks who actually own the files that define the base set of files that get backed up.

Maybe just a matter of adding /etc/ethers to /lib/upgrade/keep.d/base-files-essential?
