Remove package dependencies to deprecated package iptables-utils

Description

r27961 and r27962 removed the package iptables-utils, and the functionality is now built into the main iptables package both in trunk and Backfire.

However, there are still packages with dependency references to iptables-utils. And that can cause trouble like in #9989

There are at least 3 packages with dependencies:

shorewall-lite: https://dev.openwrt.org/browser/packages/net/shorewall-lite/Makefile#L30

multiwan: https://dev.openwrt.org/browser/packages/net/multiwan/Makefile#L19

firewall-mod-save: https://dev.openwrt.org/browser/packages/libs/firewall-mod-save/Makefile#L28

shorewall-lite and multiwan contain also dependency to iptables, so the unnecessary depencedency on iptables-utils could be simply removed.

firewall-mod-save should be modifed to be dependent on iptables instead of iptables-utils.

The same cure can be applied both for trunk and Backfire.

#28574 left the deprecated +iptables-utils dependency to the shorewall-lite package. Please remove it.
