Add kernel silentoldconfig rule to the core framework

Currently, whenever there is an option addition into the kernel, the end-user needs to follow a pretty long process to modify each of the configuration files.
The purpose of this patch is to add the "kernel_silentoldconfig" rule to the OpenWRT framework.
This rule can be used the same way as the "kernel_menuconfig" except that it's calling the "silentoldconfig" rule from the kernel instead of calling the "menuconfig" rule. Therefore, config file gets updated with default options instead of opening the menu.
That could be quite convenient to update config files using scripts or so.

Could that be checked-in upstream?

This patch does not apply for me and the code looks somewhat different too. What OpenWrt tree version did you base this on?
